James Rogers DL

Jim Rogers served in the RAF for 3 years as a Hercules pilot, retiring with the rank of Flight Lieutenant and then for the next 22 years, he flew long haul for British Airways as First Officer and Captain of the Boeing 767 before retiring in 2017. Jim is a keen sailor and is presently Commodore of the Royal Northern and Clyde Yacht Club; he is also an Elder of the Church of Scotland, Rhu and Shandon, and is the Veterans Champion for the Presbytery of Dumbarton. He was a prime mover in the establishment of the Scottish Submarine Centre in Helensburgh and now acts as a volunteer and guide. Jim is married to Gill and they have one daughter.

Anne Smillie DL

Anne Smillie is the retired Chief Executive of Badmintonscotland and was the longest serving Chief Executive in British sport. She had a world wide reputation for event staging and under her direction, Badmintonscotland staged 4 World and 3 European Championships. Anne is a former member of the Badminton World Federation Council and was the first woman on the BWF Executive Board when she became its Chair of Events. She is a former founding member of the UK Sports Events Committee.

Elliot Witherow DL FCBI

Elliot Witherow is a Fellow of the Chartered Banker Institute and works for Lloyds Banking Group, specializing in overseas tax reporting. Previously, he worked in London for 17 years in a number of senior roles with HBOS and Bank of Scotland. He is a keen sailor and is a member of the Royal Highland Yacht Club and the Clyde Cruising Club. Elliot is married to Lynn and they have a son and a daughter.

Mark Billington DL

Mark Billington came to Scotland from his job as a buyer at Harrods to take up the role of Managing Director of a family-owned restaurant chain and now owns and manages a restaurant and delicatessen businesses in Lenzie. He is a strong supporter of his local community, as a member of Lenzie Community Council, Patron and Chairman of the local charity “The Sporting Aces” which supports young people with learning disabilities and/or Autism, and as a supporter of the Scouts, Girl Guides and Deaf Blind Scotland. Mark is married to Sue and they have 2 children.

Professor Elaine Boyd OBE DL FCCA ACA

Elaine is a qualified accountant and worked at Audit Scotland between 2002 and 2024 where latterly she was Director of Audit Quality and Appointments. She has cerebral palsy and was included in the 2020 and 2022 Shaw Trust Disability Power100 listing, an annual publication containing the 100 most influential disabled people in the UK. She is a disability advocate and has supported charities including Cerebral Palsy Scotland, Glasgow Riding for the Disabled and Disability Snowsports UK. She was awarded an OBE for public and charity services in the King’s first New Year’s Honours list in 2023. In January 2024 Elaine was appointed as an Honorary Professor of the Glasgow School for Business and Society at Glasgow Caledonian University.

Garry McLeod MBE TD DL

Garry McLeod was educated at Jordanhill College, Strathclyde University and the Royal Military Academy, Sandhurst. He had a 34 year career in Community Education with Strathclyde Regional Council and concurrently served in the Territorial Army for over 40 years, rising in rank from Private Soldier to Major. In 2003 he was appointed MBE and in 2009 he volunteered for operational service in Afghanistan where at the sprightly age of 53 he was responsible for mentoring 900 Afghan Officer Cadets. He was awarded the United States Army Commendation Medal and the Humanitarian Medal. In 2014 he became a Peer Support Worker with SSAFA, the Armed Forces Charity. Married to Margaret since 1976 they have a grown up son and daughter and a four year old grandson.

Tom Finnigan MBE JP DL

Tom was appointed a Deputy Lord Lieutenant in 2015 and has recently become Chairman of the Queen’s Award for Voluntary Service Committee. He has always lived in the Vale of Leven area and currently resides in Balloch. He runs a Consultancy Business in the Food Industry and has been a Justice of the Peace for 23 years, sitting in various Courts in the Sheriffdom of North Strathclyde and is a past Chairman of the Scottish Justices’ Association. Tom is married to Teresa and they have 2 children and 2 grandchildren.

Rev. Mark Johnstone DL MA BD

Mark Johnstone was born in Glasgow and studied at Glasgow university. He was first ordained in 1993 to Denny Westpark Parish Church in Falkirk before being appointed Chaplain to Belsdyke, Stirling and Falkirk Psychiatric Hospital which led to Chaplaincy at Strathcarron Hospice. In 1999 Mark was called by Northminster United Church in Toronto Canada before being invited to take up the Charge of St Mary’s Kirkintilloch a year later. Mark served the Church nationally as a Trustee and was Convener of the Mission and Discipleship Council and Presbytery Business Committee. In 2019 Mark was invited to take up the charge of Glasgow Cathedral. He is married to Audrey and they have three adult children.

Angela Harkness DL

Angela Harkness is an innovation and strategic partnership advisor delivering cutting-edge projects. She was Executive Director of Global Development and Strategic Partnerships within the NHS Golden Jubilee National Hospital, Managing Director of Butterfly World Project in St Albans and Development Director with the United World College of the Atlantic and Gordonstoun Schools. She is the co-author of ‘Golf Teaching System’ for The PGA, branded ‘The Swing Academy’ and assisted boxing promoter Frank Warren establish The London Arena. She is currently an Advisory Board Member of Global Citizenship and Young Minds Save Lives with NHS Scotland. A former professional squash player, she held Trustee roles within RAFT (The Restoration of Appearance and Function Trust,) Keech Hospice Care and Scottish Sports Futures. She was granted The Freedom of The City of London for services to charitable fundraising and appointed Liveryman of the Worshipful Company of Fletchers. Angela is a graduate of Zurich Business School and York St John University with an MA in Leading Innovation and Change.

Colonel Mike Edwards OBE DL

Mike Edwards was a newspaper, radio and TV journalist for four decades and was the nightly face of the STV news for more than 25 years. During 31 years service as an officer in the Army Reserve he was mobilised for operational tours of duty in Iraq and Afghanistan. He is a published author of fiction and non-fiction. Mike is a trustee of the Erskine charity for ex-Service personnel, the Highlanders Regimental Museum at Fort George, the Royal Highland Fusiliers Trust, the Glasgow Humane Society and the Loch Lomond Rescue Boat. In addition he is a caseworker in Dunbartonshire for the armed forces charity SSAFA. When he became a full-time carer for his mother Margaret, who was living with a diagnosis of dementia, Mike was appointed an ambassador for Alzheimer Scotland. He set up the lobby group Heading Out to campaign for heading the ball to be removed from football to protect players from diagnoses of dementia. He was named Reservist of the year in 2022 and appointed Honorary Colonel of the Army Cadet Force in Glasgow and Lanarkshire in 2025. He was awarded the OBE for public and charitable services in the Queen's Platinum Jubilee Birthday Honours List.

Alexandra (Sandie) Scott has lived in Bearsden most of her life. A graduate of the University of Glasgow, she initially began her career in investment management before working in the public sector. Sandie is the Director of Strategic Communications and Stakeholder Relations for the Clydebank-based NHS Golden Jubilee National Hospital.

Margaret Stewart DL LLB(Hons) Dip LP DFM

A graduate of The University of Glasgow, Margaret qualified as a solicitor in 1986 and joined The Crown Office and Procurator Fiscal Service in 1987 where she practised for 35 years. She is the Chair of the Board of Governors at The High School of Glasgow and supports a number of charities. She lives in Strathblane and enjoys golf, keeping fit, and spending time with her family.

Maureen Cummings DL

Maureen Cummings was born in Glasgow and lives in Old Kilpatrick. She is founder and Chair of the Old Kilpatrick Food Parcels charity which was set up in response to Covid 19. The charity provides food to more than 1,000 people in the local community every month. In 2021 Maureen and her husband were named West Dunbartonshire citizens of the Year. A year later she set up the first free community food cafe in West Dunbartonshire and she plans to expand the service to vulnerable families. Maureen enjoys travel and spending time with her family and dog, Louis.

Mrs Isabel Ewing DL LLB (Hons)

Isabel was born, raised and continues to live in Baldernock. Educated at Douglas Academy in Milngavie and the University of Glasgow, she qualified as a solicitor in 1991, joined TC Young in 1999 and continues to lead their private client services. Isabel is a committed member of the local community and serves to support a number of charity and voluntary organisations. She is an Elder of the Church of Scotland, a former trustee of the Bequest Fund for Ministers. Her personal interests include arts and crafts, gardening and rural pursuits.

Nick Allan DL FRICS FRSA FSA Scot

Nick Allan is a Chartered Surveyor and lives in Milngavie. He has over 40 years of wide-ranging experience in the property industry, and operates across the public, private and the third sectors. Since 2015 Nick has been a Surveyor with the First–tier Tribunal for Scotland, adjudicating in cases brought before the Housing and Property Chamber, and the Local Tax Chamber. He is also a director with Dunbartonshire Chamber of Commerce and has an ongoing role supporting and promoting Dunbartonshire-based businesses, and to help increase economic growth and activity within the area. Nick volunteers for various charities, and is a committed volunteer director with the Loch Lomond Steamship Company, owner and restorer of the world-famous paddle steamer, “Maid of the Loch.” In his spare time, Nick enjoys playing golf, restoring classic cars and conducting wedding ceremonies, in his capacity as a Humanist Celebrant.

Elaine Ferguson DL

Elaine Ferguson was brought up and educated in North Lanarkshire and worked in the public sector from 1986 until she retired in 2023. She is a board member for Lowland Reserve Forces and Cadets Association with particular interest in the Cadets. She is the Honorary Colonel for the West Lowland Army Cadet Battalion.

Kenneth Grieve DL, LLB, Dip LP, NP

Kenneth Grieve was educated at Penilee Secondary School and the University of Glasgow. He joined the Royal Naval Reserve in 1977 and served for 17 years. He is a solicitor with the Civil Service. Since 2000 Kenneth has been a member of the CR828 trust which handles the sole surviving Caledonian Railway steam locomotive which is based at the Strathspey Railway in Aviemore. Since 2000, he has been a member of the Lowland Reserve Forces and Cadets Association, a member of the Board since 2013, sitting as the chairperson of the Employer Engagement Group.

Dom Ind spent the first half of his life in England and in his mid twenties was ordained as an Anglican priest. For the last 30 years he has worked in the Scottish Episcopal Church as a Diocesan Director of Ordinands, Bishop’s Chaplain, University Chaplain, Canon of Perth Cathedral & is currently Rector of St Michael’s, Helensburgh serving the people of Helensburgh & Lomond. He volunteers for the Riding for the Disabled Association (RDA) as a carriage driving coach, sails in the summer & for nine months of the year works in the garden as a groundsman rather than gardener. Dom is married to Anna and his immediate family have also relocated to Helensburgh.

Joe Stanfield MBE DL

Joe served as a regular in the Royal Air Force for 27 years spending 11 of those years overseas, serving in Belgium and Germany. Additionally, he was seconded to the Foreign and Commonwealth Office working in missions in Latvia, Lithuania and Estonia. Joe has also served operationally in the Middle East and the Falkland Islands. Since leaving the regular RAF he worked as the Area Director for the Royal Air Forces Association Charity for 11 years, looking after the welfare of RAF Veterans throughout Scotland and Northern Ireland. Joe is the Wing Executive Officer for the West of Scotland, RAF Air Cadets, supporting 160 volunteers and 800 cadets from Dumfries to Oban. He was awarded the MBE in the Queen’s Birthday Honours List in 2006 for services to Estonia. Prior to that he was awarded the Estonian Military Badge by the Estonian Defence Forces for supporting their military development.

Liz Connolly FRSE DL

Liz was born and brought up in the East End of Glasgow and studied for a BA (hons) and an MBA from Strathclyde University. She began her career in the private sector before working for Scottish Enterprise, the national economic development agency. In 2013 Liz moved into tertiary education and retired as Principal of West College Scotland in 2025. She is currently chair of the Clydebank Pride in Place board, established as part of the programme to oversee the investment of £20million in community led regeneration.

Satty Singh

Born and raised in Aberdeen, Satnam Singh’s Sikh faith and upbringing were deeply rooted in his family life. These experiences helped shape a strong sense of identity, anchored by values passed down from his parents - hard work, honesty, compassion, kindness, and the importance of prayer. Satty’s working life began as a market trader while still at Bellahouston Academy, aged 12. He rose at 5am Friday to Sunday, developing discipline, people skills and a strong work ethic. His entry into the hospitality industry came in 1987 with a role at Nur Mahal restaurant, just after he got married. What began as a short-term job evolved into a lifelong passion, where his love for people and good food found a natural home. In 2018, Satty’s business joined the Armed Forces Covenant and since then, he has worked closely with veterans’ charities such as the ABF, SSAFA, and Erskine. His restaurant was the first in the UK to receive a Gold Award under the Covenant, a symbol of his deep respect for the Armed Forces, and he was appointed Honorary Colonel of the Royal Signals. Satty, who runs the well known Mr Singh’s restaurant in Glasgow, is nicknamed ‘Satnav.’ The title came from Scottish football legend Sir Kenny Dalglish after witnessing some of Satty’s wayward shots on the golf course.

The Lord-Lieutenant appoints Deputy Lieutenants at their discretion, subject only to The King not disapproving of the granting of the Commission. Deputy Lieutenants are holders of a public office and may serve until retirement at age 75, or if before reaching that age they cease to be able or willing to undertake duties or move outside the area or county.
